Mr Raymond LAM heads the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force. He holds two Master's degrees and has dedicated over 25 years of service to the Force. 

Throughout his distinguished policing career, Mr LAM has acquired extensive operational experience having held various tactical, intelligence gathering and investigative roles. Since 2012, he has focused his efforts on combatting newly emerging and evolving crimes, such as telecommunication and online fraud, financial crime, cyber crime and cyber attack on an international scale.

Under his leadership, Mr. LAM now commands several pioneering technical facilities such as the Cyber Security Centre, Digital Forensic Complex, Cyber Range and Cyber Training Centre. These cutting-edge resources employ technologies like artificial intelligence, big data analysis and block chain to support police work.

Mr LAM is a strategic leader in the development of cyber policing policy and ensuring technological advancement within the Force. He remains committed to pursuing excellence and ensuring the public can engage safely in the cyber world.
