Matt is the Head of Domestic Abuse for Essex Police, a post he has held for the last 2.5 years.  Throughout his 24 years in policing, Matt has worked in numerous roles across the breadth of law enforcement; including investigations, Intelligence, Counter Terrorism, covert policing, and specialist operations.  Matt’s previous role was in Operational Policing Command as Head of Armed Policing, where he became an accredited Specialist Tactical Firearms Commander, a qualification he maintains operationally.   

Matt has used his knowledge in covert policing to bring a new focus to Domestic Abuse (DA), actively targeting the perpetrators causing the harm.   This has led to an increased focus on prevention and to support this, Matt oversaw a change program in Essex Police, moving away from the commonly used victim and perpetrator ‘cohorts’ to a new design focused on those perpetrators most at risk of committing a DA Homicide.  To compliment this work, a proactive ‘DA Problem-Solving Team’ was created, with officers tasked with actively disrupting and managing those offenders highlighted by the new design.  Matt has presented this new design and operational model at a National Police Chiefs Council (NPCC) Violence Against Women and Girls (VAWG) ‘promising practice event’, with numerous forces expressing interest and visiting Essex to see if this could be replicated in their areas. 

Matt holds an MSc in Police Leadership and Management from Warwick Business School.
