I have the overall responsibility for the conceptualization, development and implementation of police assistance and reform projects in DCAF. I have coordinated police reform projects in DCAF for 11 years in over 15 countries. Prior to joining DCAF I was the Head of Police Department at the Organization for Security and Cooperation in Europe.
Other international jobs include Head Police Programme DCAF; Police Education Program Manager, Training Coordinator and Police Trainer at the OSCE. Also worked for United Nations‘ International Police Task Force in Bosnia and Herzegovina and provided consultancy services for Council of Europe and International Organization for Migration on Adult Education and Learning Methods.

I am a former Police Chief in Portugal. I have worked in police affairs in my country and abroad from more than 32 years. Prior to joining the police, I have served in the Portuguese Marines Corp for 2 years. I have police management and leadership degree and specialization in Adult Education and Learning Methods, Organizational Behaviour, Project Management, Change Management and Diplomatic and Negotiation Skills.

I have co-authored train-the trainer’s books/courses and developed curricula for various specialized police training courses. My latest contribution in this field is the development of the “Training Manual on Police Integrity” and E-learning courses for police officers and managers on Police Integrity.
