Academically, Colonel Mubarak Saeed Al-Khyeli holds a Bachelor's degree in Legal and Police Sciences from the Police College in Abu Dhabi, United Arab Emirates in 2001 AD, with a grade of 'Excellent' with honors. He also obtained a Master's degree in Criminal Law and European Criminal Policy from the University of Paris I - Sorbonne in the Republic of France 2005 AD, and received several training courses and certificates of appreciation during his career in the police field.

Professionally, Colonel Mubarak began police work in 2001 in the General Command of Abu Dhabi Police in the Capital Police Directorate in the field of criminal investigation, after which he joined to work in several departments: the General Department of Strategy, the General Department for Security and Ports Affairs, and the Security Information Department, and he also joined the Ministry of The Ministry of Interior in the United Arab Emirates, specifically in the Federal Investigation Department at the beginning of 2010, then he took the position of Director of the International Criminal Police Department (Interpol Abu Dhabi).

In the period 2007-2010, he worked in the General Secretariat of the International Criminal Police Organization (Interpol) Lyon - France, as Director of the Sub-Directorate for Coordination of National Central Bureaus Affairs in the Middle East and North Africa at INTERPOL.

Currently, Colonel Mubarak holds the position of Director of GCCPOL Service of the General Secretariat of the Gulf Cooperation Council in 2015 AD and to this day.
